Can a company like Ubisoft make there own console & present it at a future E3?

Well, yeah they could but I don't think they would be able to. They're only a Publisher and Developer. They're not a big company like MS, Sony or Nintendo. They would have to worry about producing consoles, the tech for them, an online service, etc.
